origens-dos-municipios-portugueses
Origins of Portuguese municipalities

The need to revitalise municipal institutions in contemporary times, as the most appropriate form of organisation for Portuguese society, motivated Alexandre Herculano's studies in the 19th century, included in the IV volume of his History of Portugal. For over a century, this monumental work served as a reference for all scholars of our most prestigious medieval institutions. Torquato Soares – to whom the author owes an unforgettable word of encouragement in the brief and only encounter he had with him, at the end of his life – felt the need to update the great master’s studies and believed it was necessary to go further. Corresponding to this need, this work aims to critically re-examine the data that documentation offers us on the golden age of Portuguese municipalism, that of its origins. The conclusions that can be drawn from reading this study prove to be extraordinarily rich, not only regarding the foundations of municipalism – autonomy and responsibility – but also regarding the definition of the constants and differences that characterise and define regional perimeters. In this respect, the present work can not only enlighten those responsible for the ongoing revival of municipalism, but also deserves the reflection of all those involved in the regionalisation project, which is still under study.
